    I certainly believe that Littlefinger admires meritocracy of nobility and feudalism. That said, I don't think he wants to overturn the 7 Kingdoms. As much as he wish he lived in a world where your birth doesn't matter, he wants power more. I think Littlefinger would rather be an unquestioned king than a democraticaly elected leaded with limited powers.

    After all, as much as Feudalism has held him back, it also delivered him the Riverlands and the Vale. I can't see him attacking his own power base. Who said he wants a democracy? All he wants to do, like he said, is to fuck them. He wants to show the failings of the system, but to overturn it he would need power, he gathers it for that goal. Like ApertureLabs and DanLiberta mentioned, Sansa and Catelyn are just symbols of why he thinks the system has so many demerits.

    I do not beleive he wants a democracy, more of a Napoleonic noble meritocracy rather than by right of birth or blood. Littlefinger wants power; I don't think he cares how the system is organised as long as he's at the top of it.

    How the things are currently, he'd most likely need a puppet king who he could use to gain grasp of power, the exact sort of arrangement that would not fulfill his desired if we were to listen to this theory. Some sort of veiled democracy or any other system that undermined the current nobility would work in his favour in the quest of obtaining absolute power. Leveling the playing field, in a way, would leave him more room to act and would give a more solid foundation to his reign.

    So thought this way the argument works both ways; Littlefinger does not care how he gets into power, only that he does. Either he is willing to destroy all tradition, or neglect his personal spite. In this case it would be more prudent to weigh which conclusion would bring him the closest to a solution that ensures his relevance on the long term.

    With this question you also have to remember that you can't forget the general public. Although powerless on paper, in the end they're the source of all power. To have power means that you have control, and for that you have to have the general public believing that you should be the one in charge.
